If you root the phone, you don't need the first USB connection. I think rooting the phone is legal... not sure.

We used to work with pairs of laptops; one connected to the internet, and another programming laptop connected to the robot via wifi-direct.

To free up some computer resources (who doesn't need the internet at their fingertips) it seemed like a second network adapter should do the trick, and it does. Not too hard to setup. We have a couple windows 7 and 10 machines. A simple usb mini wifi adapter is ~$5 and pretty much out of the way. After you install this you'll have two wifi connections, connect one to your internet connection, and the other to your robot controller phone. Getting code from the internet no longer requires a robot disconnection, internet connection, internet disconnect, robot connection cycle as with a single wifi interface.

This also works without any hassle with one wired (internet) and one wireless (robot) connection. Windows auto metrics determine which interface to use and work well in this case. But with two wireless adapters, the metrics (in our case) were equal, so some internet requests were routed to the phone - that did not work. The fix was to turn off the auto metric feature and set a metric value such that your non robot adapter has a higher priority (lower value).
