Are teams allowed to print the Visual Pattern Designs and mount on the sides of the robot to "confuse" the opponent's robot?

That's a good idea, but sounds a little questionable. I'd recommend checking with the official rules forum.

I'm not sure that's exhibiting GP...

Aside from not being a good sport, I don't think it's effective anyway. This is really for autonomous and for teams intending to go to the vision image, they will aim their camera toward the image they are going for and not in your direction which is the opposite direction. And you are not allowed to cross the alliance line until after 10 seconds for which your opponent's robot is already way on its way to the beacon so I don't really think you will confuse anybody.

In past years, there have been specific rules attempts attempts to "jam" sensors. (eg: no IR beacons on robots).

Even if it using images on your robots not excluded specifically the rules now, it's probably excluded in a generic rule somewhere.
